Matt Hopper

Matt provides over 20 years of state and local governmental experience, having served as Deputy Mayor of two municipalities and Deputy Director of three state agencies, Matt has become an expert at solving public policy puzzles.
Matt works with his clients as a "Trusted Advisor", applying his years of experience and lessons learned from working with hundreds of governmental entities around the country to develop strategies which help our clients achieve their goals.
Matt assists our clients to identify the barriers to achieving these goals (budget constrains, laws, city charters, political will, etc). He helps them to chart a course of action and assist them in navigating the process overcoming the barriers, avoiding the pitfalls and land mines.
Gabe Santos

Gabe provides over 20 years of federal, state, and local government experience, having served as City Council Member – At Large & as Mayor Pro Tem for the City of Longmont, Colorado.
Throughout his tenure on the Longmont City Council, Gabe has diverse contacts in Colorado and throughout the United States. Gabe has served on many Longmont city boards and commissions as the Council Liaison. He also was 2ndVice President of the Hispanic Elected Local Officials, a constituency group of the National League of Cities and Longmont’s representative to the Denver Regional Council of Governments (DRCOG).
Prior to his position on the City Council, Gabe worked as a Legislative aide in the Colorado House of Representatives. He also worked as a Congressional aide and Senior Floor Staff in the United State House of Representatives for four years.
